Insuring a Home in Tampa and Hillsborough County

Hillsborough is not a generic Florida market. Two things shape what you can buy here and what it costs: the county sits in the middle of the state’s sinkhole belt, and a large share of it drains toward Tampa Bay. Both change which carriers will write your home and which endorsements are worth paying for.

Sinkholes: the coverage you have is probably not the coverage you think

Every Florida HO-3 policy includes Catastrophic Ground Cover Collapse by law β€” but it is a narrow coverage. It pays only when the ground collapses abruptly, the depression is visible at the surface, the structure is damaged, and the building is condemned by a government agency. A home that is cracking and settling from sinkhole activity, but still standing and still habitable, typically does not meet that bar. Broader Sinkhole Loss Coverage is a separate endorsement β€” and here is the part most homeowners are not told: in the current market, most carriers will not add it at all. Not at a higher price, and in many cases not even when you supply a completed sinkhole inspection. So for the majority of homeowners in Hillsborough, Catastrophic Ground Cover Collapse is not the starting point for a conversation about sinkhole coverage; it is the whole of what you have. That matters here more than almost anywhere: Hillsborough is one of the three counties β€” with Pasco and Hernando β€” that make up what the industry calls Sinkhole Alley, and a Florida Senate review found roughly two thirds of all sinkhole claims reported statewide over a five-year period came from those three counties alone. Worth knowing what your policy actually does before you need it. Where a market will still entertain the endorsement we will tell you, and it typically carries a deductible around 10% of the dwelling limit rather than a flat amount.

Your evacuation zone and your flood zone are different things

These get confused constantly, and they answer different questions. Your evacuation zone β€” A through E in Hillsborough β€” tells you when to leave; it is based on storm surge modelling. Your FEMA flood zone tells you whether a lender will require flood insurance and what it costs. You can sit in a high evacuation zone and a low flood zone, or the reverse. Hillsborough revised its evacuation zones after the 2024 season, pushing Zone A further inland along the coastline and the Alafia River to take in more of Apollo Beach and Town β€˜n’ Country, while Zone E grew to include parts of New Tampa and areas that had not previously been zoned at all. Worth knowing regardless of zone: every manufactured and mobile home in the county is treated as Zone A, however far inland it sits.

Flood is a separate policy β€” and the clock matters

Homeowners policies do not cover flood, anywhere in Florida. A large share of Hillsborough flood claims come from properties outside high-risk zones, where nobody required a policy. NFIP coverage normally carries a 30-day waiting period before it takes effect, so buying as a storm approaches does not work. Private flood carriers have grown substantially in Florida since the market reforms and often beat NFIP on price, limits, or both β€” particularly on higher-value homes, where NFIP’s building limit caps out. Roof age and wind mitigation decide more than the quote does

In this market, roof age often determines whether a carrier will offer terms at all, not merely what they charge. A current wind mitigation inspection is the single most useful document you can hand us: hip roof shape, roof deck attachment, secondary water resistance and opening protection each carry separate credits, and on a Tampa-area home they routinely move the premium by a meaningful margin. If your inspection is more than five years old, or you have re-roofed since, it is worth having redone before we market the risk.
